Eliminate the signal at the westbound ramps by making them right turn only. Since trucks have a difficult time making U-turns, build a roundabout at Campbell/Republic to accommodate them and enable them to stay to the right to go in the opposite direction.
This eliminates one signal and possibly two. But even signalized, a roundabout effectively changes a left turn into a right turn, which is its advantage. It may then be possible to avoid building a Republic bridge over Campbell or relocating Republic.
Due to the amount of traffic likely to use this roundabout, there will be need still for alternate access so the right turn bypass lanes in the roundabout can get more use.
It may also be good to look at a pinwheel roundabout. With a pinwheel, at traffic entering points, a lane is added to the left, and a lane is exit only to the right at traffic exiting points. This makes the center island look similar to a pinwheel. The advantage is that one can enter the roundabout in the same lane they exit. They may only need to cross lanes entering the pinwheel, making it possible to drive this roundabout without changing/crossing lanes to exit.
